The Missouri POST continuing education regulations for peace officers are found starting at 11 CSR 75-15.010.

Peace officers must obtain 24 hours of Continuing Law Enforcement Education (CLEE) each year, with at least 8 of the 24 hours coming from an “Approved Provider” of training. Of these 24 hours, officers must obtain a minimum of:

  • 2 hours in legal studies.

  • 2 hours in technical studies.

  • 2 hours in interpersonal perspectives.

  • 2 hours of skill development in the area of firearms.

  • 16 hours of electives (from any of the above-listed core curricula areas).

  • 1 hour of training on the prevention of racial profiling.

  • 1 hour of de-escalation training.

  • 1 hour of implicit bias training.

Racial profiling prevention training, implicit bias, and de-escalation training are part of the required 24 hours, not in addition to it.

The PLS 22, 18, and 12-hour lesson packages will provide at least:

  • 2 hours in legal studies.

  • 2 hours in technical studies.

  • 2 hours in interpersonal perspectives.

  • 1 hour of racial profiling prevention training.

  • 1 hour of de-escalation training.

  • 1 hour of implicit bias training.

The PLS 22-hour lesson package will cover all yearly POST requirements with the exception of two hours of Firearms Skills.

Skills development (firearms training) must be done live and may not be completed via computer-based training.

Otherwise, the regulations restrict the number of CLEE hours that may be obtained from other sources, but do not limit the hours of training that may be obtained from licensed basic training centers, such as the CMPA. See below.

“Commencing for the reporting period beginning January 1, 2017, and ending December 31, 2017, and for successive reporting periods, no peace officer can receive— (A) More than sixteen (16) hours of CLEE credit for in-service training; or (B) More than eight (8) hours of CLEE credit for accredited college or university courses.” 11 CSR 75-15.010(6).

Yes. To assist agencies with CALEA training requirements, the PLS 22-hour package will generally include the following lessons each year:

  • Legal Update,

  • Racial Profiling/Bias-Based Policing,

  • Ethics,

  • Arrest and Detention of Foreign Nationals,

  • Sexual Harassment, and

  • Mental Illness.

This package will include some repeat lessons designed to fulfill mandated training requirements.

In the 18-hour package, PLS offers some lessons to help satisfy CALEA requirements. Usually, the lessons will be included on the schedule listed below.

  • Legal Update: every year.

  • Racial Profiling/Bias-Based Policing: every year.

  • Ethics: every 2 years.

  • Arrest and Detention of Foreign Nationals: every 3 years.

  • Sexual Harassment: every 3 years.

  • Mental Illness: every 3 years

PLS offers 22 one-hour lessons each year.

Each lesson is designed to take officers approximately one hour to complete.

PLS online training has distinct advantages over classroom training. Online training: a) provides expert attorney perspectives at a fraction of the cost of their in-person presence; b) allows officers to learn at their own pace when it is convenient ; c) engages lesson takers with interactive questions and answers; d) promotes better retention of information; e) puts the entire department “on the same page;” f) allows a lesson taker to retake a lesson for review; g) is easy to administer; and h) maintains automated computerized records of each officer’s training.

Officers may quickly and easily bookmark a lesson if called away. In addition, the lesson will automatically bookmark the page after 10 minutes of inactivity. When the officer returns to the lesson, he/she simply logs back in and is returned to the bookmarked page.
